Council Code of Conduct

Most cities, including West Covina, has a code of conduct, a guiding document intended to facilitate collaboration and respectful relationships among the city’s elected officials..  West Covina also has an ordinance specifying interaction between city council members and city staff.  These processes worked relatively well in the past because councilmembers followed them. 

 

In recent years, West Covina’s council majority tends to do things their own way.  The result has been controversy, strife between council members, employee resignations, budget deficits, and, sometimes lawsuits.

 

At the August 19, 2025 City Council, a code of conduct, townhalls, and speaking with staff became the latest controversy when Mayor Tony Wu requested staff research a code of conduct.
