The California Department of Public Health (CDPH) has updated health department regulations. The new regulations will allow cities with a population of 50,000 or more to apply to form a health department. Operating a local health department is a high cost, complex venture with legal requirements that must be met--regardless of a city's budget. According to CDPH, West Covina is the only city that continues to pursue a health department, a health department that most residents do not want. It is very important CDPH hears from West Covina residents and businesses. This sheet reviews the process that is underway.

Concerns

▪ The City has been unable to keep the BKK landfill safe. State agencies still have to do that for the City.
▪ The City continues to deficit spend. For years, including this year, the City spent millions more than it has received.
▪ The State Auditor has deemed West Covina a financially high risk city—one of the worst in the State.
▪ City legal expenses have skyrocketed due to lawsuits. A health department will create more lawsuits.
▪ The City said the Sportsplex would be a money maker. The City now operates it at a loss of about $500,000 per year.
▪ The City Council already spends money irresponsibly. One example: Spending three times more on festivals than was ever budgeted.
▪ The Cities of Long Beach and Pasadena have operated their own health department for 100 years. When they don’t obtain grant funding, they must use their general funds and/or layoff employees.
▪ The Mayor states the proposed health department will cost the city zero dollars. The truth: the City has already spent $1.5 million.
▪ City Councilmembers will use a local health department for influence and gain.
